Whats Happening?
With growing concerns about the proposed holiday park at Ballyskeagh Road, Drumbeg, Quarterlands Group has prepared a selection of resources to help residents understand the planning process, the legislation protecting Lagan Valley AONB and the questions that should be asked of the developer and planning authority.
The Hermitage residents organised a community meeting on
Monday 19 October 2026, 7.30pm | Drumbeg Church Hall
with Quarterlands Group members attending in support and sharing some of the experience gained during our own campaign.
We have made these documents available to download:
- Planning Policy and Tourism Legislation Guide: An introduction to the adopted Local Development Plan policies and legislation relevant to the proposal
- Holiday Park: Key Questions for Residents: A practical guide to the information residents should seek and the evidence they can gather.
- Community Group Funding and Organisation: Some lessons learned from Quarterlands, including the importance of sharing responsibilities and establishing funding early.
These resources are intended to support informed public participation. The holiday park proposal is currently at the pre-application stage, and the details of any subsequent full planning application will need to be examined carefully.

LDP
The adopted Local Development Plan (LDP) is the statutory framework against which planning applications must be assessed, with decisions made in accordance with it unless material considerations indicate otherwise.
It establishes policies protecting our countryside, biodiversity and Lagan Valley Area of Outstanding Natural Beauty from inappropriate development.
Understanding the LDP allows residents to challenge proposals using established planning policy rather than relying solely on personal objections which are largely discounted by planners.
SCI
LCCC’s Statement of Community Involvement sets out the Council’s commitments to involving residents and community groups in planning decisions. It is an important reference for understanding our rights to participate, how consultations should be conducted and how the Council should consider public representations.
We hope the information will be useful to Drumbeg residents and the many others concerned about the future of this area and Lagan Valley Regional Park AONB formerly Green Belt.
