Section 76: Where Is the Agenda for LCCC’s Full Council Meeting on 24 June 2025?

We understand that the Section 76 agreement for the Quarterlands development may be scheduled for discussion at the Lisburn & Castlereagh City Council (LCCC) Full Council meeting on Tuesday 24 June 2025. However, as of Monday 23rd June 2025, the agenda has still not been published on the Council’s website.

No sign at all of it over the weekend and now a supposed agenda is not loading from the LCCC website.

Why the delay?

According to the Local Government (NI) Act 2014, agendas and related documents must be made available to the public at least five clear days before the meeting, unless it is called at short notice. That means the agenda for the monthly Full Council meeting 24 June should have been available by Saturday 19 June.

Our group raised detailed questions about missing financial terms and design information at the last Full Council meeting in May, and these helped prompt councillors to refuse to sign off the Section 76 agreement last time. In response, the Council requested more complete documentation. Transparency has clearly made a difference but without the agenda online, the public cannot verify whether the outstanding issues have been addressed.

This delay is deeply concerning. The public has a right to review what will be discussed especially when a legally binding Section 76 agreement with a developer is on the table. In this case, the agreement lacks transparency.

What happens next?

  • We’re monitoring the LCCC website.
  • If it is not published by Monday morning, we will contact the Council’s Democratic Services department to request it directly.
  • We encourage residents and interested parties to attend the meeting.
