How To ObjectLooking Back and Looking Ahead
It has been a busy and significant year for the Quarterlands Group, and we wanted to update friends and supporters on where things currently stand.
The most significant development is that the developers have initiated Judicial Review proceedings against Lisburn & Castlereagh City Council. As a result, the planning application is effectively on hold while those proceedings are dealt with. We do not expect any further movement on the application until at least late November 2026.
Although planning activity has paused, our work certainly has not.
A major focus over recent months has been continuing to try to establish and fully understand Northern Ireland Water’s calculations relating to non-domestic Population/Pollution Equivalents (PEs). These figures have become increasingly important in assessments of wastewater capacity, and we have been working carefully through the available information to understand how the calculations are made and have changed over time and what impact they have. This remains an important area of our ongoing research for reasons our followers will understand.
We are also pursuing questions with DAERA under the Freedom of Information and Environmental Information Regulations following an unusual change we observed on Google Maps during 2024. For a period, the Lagan Valley Area of Outstanding Natural Beauty appeared as “Lagan Valley National Landscape” before later reverting to its original designation.

We are seeking to understand why this change occurred, whether it reflected an official policy or mapping update, and what involvement, if any, DAERA had in the process.
Why does this matter? Because language matters.
The words used to describe places influence how those places are understood by decision-makers and the public. We have seen this before with the gradual disappearance of the term “Green Belt” from planning language. As that language has faded, so too has much of the careful planning philosophy that once underpinned it. While a change in terminology may seem minor, history shows that the language surrounding environmental protections can shape perceptions and, ultimately, decisions.
Among the more uplifting moments this summer have been several wonderful sightings of hedgehogs, including a baby hedgehog, who needed a little help after some challenging weather.

It is a timely reminder that this is not simply a planning application on a map, but a living landscape that continues to support wildlife. Every new sighting reinforces why careful stewardship of this special place remains so important.
